                                                                                  Cyprus isn't / wasn't a tax heaven per se, but with corporate tax starting at 10% and a lot of tricks to minimize it further from there, it was still the best option to be present inside the European Union.

                                                                                  Ireland is the second best option, which is why Google and Facebook run their ad sales for the EU out of Ireland. Dell also have their main EU plant in Ireland for a reason...
