Are you referring to using the Payoneer card to pay for recurring subscriptions? If so, it is indeed supported. You just need to make sure your prepaid card has funds available to complete each transaction.
You can also send recurring payments to your payees using Payoneer. Once you sign up as a Payoneer partner (which is free of charge), you can send payments manually (using our partner administrator console) or automatically, by integrating our service and setting up automated payments.

If it wasn't actually an unauthorized charge and is a service dispute, you can't official dispute the charge. However we will be happy to contact the person in question and do our best to resolve the issue and have the service you paid for delivered.
