When you work for significant companies, if you can't afford a nice conference room they start to worry you can't finance the job they are about give you. On large new contracts mintes new space becomes as much a part of the sales pitch as it is a functional work space. Nice doesn't have to mean ostentatious... It does have to show you aren't operating on the bleeding fringe of your debt limit. The same applies to governments. The idiocy with the US debt ceiling and Cypriot banking weakens their pitch for new business in much the same way.
