PEOPLE'S RETIREMENT FUNDS ARE INVESTED IN THE MARKET. YOU WOULD BE RAISING TAXES ON ELDERLY RETIRED PEOPLE IF YOU RAISE THE RATES ON CAPITAL GAINS.
