Well in bigger brokers traffiholder, trafficshop etc. if you don't filter by domain name, some of the domains are 1:15000 or worst; best domains are 1:500 or better (normally those with little traffic); to optimise conversion from skimmed I normally buy some $1000+ piece, run us,ca,au, then watch conversion's http referers, then blacklist domains who don't convert and keep those who convert, until I end up with good list, but I've already spent like $2000 to find such a list (and not going to share here for free).
