seriously? was curious about the property costs out there..
Depends where you want to live, I'm up in the mountains in the north where you can find old stone barns/cabins for that price up, but you can also find places 2 hours south west inland from Barca for that sort of $$, the house will need work, but labour's cheap.

I've heard rumours that the government can reclaim the land if there is development in the area, is there any truth to these as far as you know? Or are these things easy to avoid if you do things right?

They could, but in the places I've mentioned nothings going to get built there. Also some are in national parks, so you cant make them bigger/ massively change them than they are atm. The good thing is nothing horrible is ever going to get built near you.
If the records are in order and the house is registered as a cabin/house then it's extremely unlikely. If they're registered as farm buildings, then find out if they can be converted. In some places it's easy. The Med coast not so easy.
A lot of it happened with developers building new stuff without permissions, or converting farm buildings without enough land to legal change the building type.
