Traditionally yes, most use older Bourbon Barrels as I think Bourbon makers only use the barrels once, because they want that new Toasted Oak Vanilla Flavor that it imparts. And Sherry Casks. Most use a blend of the two.
More recently Scotch Makers have experimented with Madeira Casks, Old Port Casks, and old Wine Casks. This is admittedly the first Rum Barrel Whiskey I have seen.
