There is no license as no one sells gifs with licenses to the best of my knowledge. However it's not much of an issue as there are several sites with gifs and they are not shut down. Or you can use legal affiliate gifs which are available from several programs. Up to you if you want the 2gig content or want to collect it yourself

There is an adult gif site JiggleGifs.com with a very generic domain name which is currently ranked 88,000 in the US and a worldwide traffic rank of 136,000 according to Alexa. With a nice name like PornstarGifs, there is no reason why you can't do better than Jigglegifs.
