I wouldn't buy anything for a neighbor's kid period. Why give something when you don't have to? Only give when you are forced to, like close family or when you know the other person is going to give you something so you have to give something back. Keep ipod for yourself or give it to your nephews.

First off, depending on the context, there's nothing wrong with calling a 12 year old "Cute". If he called her hot or sexy, then yeah, there's a problem there.
Second, depending on the reason, there's nothing wrong with giving a gift to someone you hardly know. I've done it before and will again I'm sure.

You're totally right. A friend of mine had a son and a daughter. He told me that he REFUSED to change his daughters diapers because of what people might think. I was like, "What the fuck man? You're kidding right?" But he was dead serious. Taking it too far? Absolutely. But that kind of paranoia runs rampant now.
I also was lucky enough to have a son and a daughter and there was NO way ANYONE was gonna tell me it wasn't appropriate to change the diapers on either of my kids. If anyone looked at me strange for changing the diapers on my kids, the problem is theirs, not mine.
Well, I just think it's better to not try to be a good samaritan and then have it backfire on you.
I don't really like kids at all and don't want too much to do with them (I'm sure the feeling is likewise) and to be honest I wouldn't even be enthusiastic about buying my own younger cousins gifts at all let alone some random neighbor's kids.
It's just weird, unless you are close friends with her parents, that's the only time that it would be acceptable. And even then I still wouldn't buy the kid gifts except if I knew their parents were giving me something and I HAD to give something back in obligation. Then you can give the kid a gift in exchange for a gift the kids mom or dad gave you. Otherwise, screw it. It wouldn't even cross my mind to give a neighbor kids a gift, but then again I am a Scrooge.
Unless you live in an affluent neighborhood, this family that you don't even know may consider a $200 gift to be a warning sign. They will mention the gift to other people on the block and it may cause tension in the neighborhood towards you.

See why bring up the fact she's "cute" though? What does that have to do with anything? If she was ugly he wouldn't give her one? Why not say "I want to give the 12 year old girl next door and Ipod for babysitting" Instead of starting a thread saying " Cute 12 year old next door, should I give her an ipod?" Then state you want to do it in a non-creepy way. The meer fact he though his intentions might be "crepy" is a HUGE red flag right there. Kind of like asking "Should I put my hand on this hot stove?" When you kind of really already know the answer in the first place.
