It's the men in suits at the top who decide if the 'research' gets locked away or published. They control if a particular researcher gets used again or if they are scrapped. They pump the flow of money at those who have a good record of providing the desired results. If you come up with the 'wrong' results, they bin them or lock them away, don't use you again.

The best bet for honest research these days is the Universities, but the corporations are trying to take over these too.
