imho none, cause there are many fraud webmasters out there, but there are not many fraud program owners.

+ they get % of sales traffic they send to program owners via paysites.

what are webmasters giving them ? a traffic ? which they already have way more.

There are a few who allow it and charge per plug for affiliates so they are making $$ and getting content in exchange for traffic

I have a tube site that if you embed my videos I give you 50% of the video player ads, regardless if you uploaded the video or not. I have it set up so you can match the sponsor and the video ads so you send the surfer to the sponsor that the video is from.

make sure to ask your content supplier if the license covers uploading to tubes - just saying ;)

Thanks im not looking to embed videos but rather upload purchased content in return for traffic to either one of my sites or to an affiliate.
