I used to work for a company that built electric plants. There are certain requirements, access to water, a certain amount of space, must be near a freeway, and you must have access to string up power lines, etc. Doesn't sound complicated but when you try to string up one hundred miles of power lines which requires permission from thousands of land owners, well, it's a nightmare. We would spend years working on a single plant and after years of work and millions of dollars invested, before the first shovel hit the ground, one home owner would suddenly back up and it was back to the drawing board. Sorry, but it has, like all other goverment granted powers, been HIDEOUSLY abused and the whole thing needs to be re-examined and cut WAY WAY back IMHO.
