Chop was my vote. All of their feet are at a perfect horizontal. If there were a strip or some other tech used, the structure would have to have a crapload of steps at awkward levels. Probably be a bitch to walk on.

I would think any arch that small would originally have been a fairly smooth curve.

The arch is behind their lower backs, and you can see where the arch connects on either side of the water, They are also standing on platforms connected to the arch that are hidden by their legs.
