I'll try to explain it more fully. Payoneer provides payment solutions for companies looking to pay payees around the world. If you're working with a site/company that pays with Payoneer, you can sign up for a Payoneer account via their site.
Not all sites have a minimum requirement to sign up for Payoneer, but that is determined by the site. Once you've signed up for Payoneer, you can link your card to additional accounts with as many of our partners as you'd like.
In addition, we now allow direct sign ups for the card via
http://www.payoneer.com/cardholdersIntro.aspx. Due to US regulations, however, US residents cannot sign up directly, they must apply via a partner of ours.
