That depends on who performs them. Some will scam you. Some will get you results. Sometimes the results you get won't make you as much money as you thought and you may end up losing on the deal. And some other times all it takes is a little push to take you where you need to increase your bottom line significantly. If you're #5 for a big keyword and they push you to #4, it may not sound like much to most people, but in most cases the traffic will double, for that keyword. You'll still see people bitching that the SEO they hired hardly lifted a finger and thus scammed them.
