The Middle East is one giant mental institution for the criminally/religiously insane. The US, China and Russia should come to some agreement and jointly seize all the oil and divvy it up. The people are all living in poverty anyway, you're just stealing the oil from the worst human beings on the planet. Let them continue to fight and kill each other like they've been doing for thousands of years. With some of the oil money, build them schools and hospitals and let them do what they want with them.
