I grew up boating, as my dad is an avid boater, and anytime water got rough, especially to the point of the video, it was "sit down and hold onto something." Plus, if you watch the beginning of the trip, she looks like she's holding back a smile and trying not to laugh.
I think it's staged. The water obviously isn't rough, because as the driver falls over and the boat comes to a stop, it doesn't rock with waves. Notice how the boat was leaning, the guy driver was circling around and running through his own waves, thus setting up the rough water which would be required to fake the scene.
