It's not clear what his needs are, and what the VPN is for. Secure browsing from a coffee shop? Free ssh tunnel to one of your servers. I would avoid hide my ass, they are so popular you can't use google - error messages says "your network seems to be sending automated queries..." no matter which server you pick.
