Also there are a couple forums that promote people becoming writers etc as a 2nd income. You might have to pay more than you would a 3rd world citizen but you will also gain a unique perspective and not have to edit so much

You'd be surprised, I've actually found native English-speaking writers for less than the average Indian/Filipino charges. Of course, you have to buy in bulk and all that, but still... You'll be hard pressed to find half-ass decent quality at 0.8c/word, even for just spinning.

Even if you get anybody half decent for any type of job you need (not meaning writing exclusively) you're at serious risk, let me share more.
Used an outsourcing company in the past, needed very simple design work, simple video editing and writing, this was Phillipines and the company we contracted had positive reviews.
- they did swap people during the gig although this was not what we agreed on in writing
- typical excuse was sick, left a company etc.
- I've never experienced a country with so many public Holidays as Phillipines (I doublechecked in the calendar)
- then they gave us a replacement that was never as good as the original, the difference in being able to comprehend and do what you need among workers is huge
- it was almost as if on purpose that they would show you good work first and then relocate the capable person for another starting client to bring a good initial impression
- writing was very weak, that was terminated right after the first month, unless you don't care at all and need sillly fill up text full of mistakes, I wouldn't advise this
At the end we had to terminate the agreement before it's term ran out over non performance and continuous swapping of workforce.
Perhaps you can get lucky over Craigslist or similar service, never tried that, but I would assume that's it - lucky.

Outsourcing per se isn't a problem. I've outsourced tons of tasks and still do. It's whom you outsource to that can be a huge problem. I've found that people from Eastern Europe can do quite a good job at most things, even writing, compared to Indians/Filipinos. They have a totally different mindset and understand instructions much better, even complex ones.
