The only way to know for sure is to start off really small, buy a little traffic from a few different guys and see which ones perform well for you. Those who don't, you move on and those who do, you obviously buy more traffic from.

It really is a crap shoot trying to figure out the good ones from the shit. Price of the ad has nothing to do with it either. Believe it or not, I've had some of my best results from the cheapest ads.
