This is how it seems to work

Government withholds information and propagandizes it's citizens. The citizens who break that programming and propaganda then quickly realize what's going on. The other propagandized citizens then call those people "conspiracy theorists". Then the government makes it "official" and declassifies information and know the "conspiracy theorist" is proven right and it becomes a conspiracy FACT.
