Our policy was to call the police if a stranger/person's actions were "suspicious"..other wise just keep an eye on that person while they were out and about in the neighborhood. We were told not to confront a person if at all unavoidable.
From all that has been stated as recorded in phone calls to the police he followed the same procedure my neighborhood watch was trained to do. As far as the shooting goes a Judge or a Jury will determine if it was a justifiable homicide or not.
