Because it is necessary to kill the long tail of the file locker "industry" first, before picking up on the big boys. If not killed, those smaller sites will explode with traffic overnight after the bigger file lockers will lose their ability to accept cc payments, as it once happened when filesonic/fileserve/wupload etc shut down.
Taking care of smaller sites also helps to set precedents and procedures in place to deal with file lockers, which can be later use to clolse down any of them, no matter the size.
