What this guy is doing is way different though. It's obvious extortion. If you go here you can see that you can remove a mugshot just by filling out a form

But the guy here is saying if you don't pay him he will keep you on the website and go around town posting flyers and ruin you....IF you don't pay him. The "If you don't pay him" is a big part of it as well as pro-actively going out there posting flyers "if you dont pay"
