Kennedy and the Joint Chiefs of Staff never "thought up of this" or "approved this". It was a wild idea by the CIA. This was an "idea" - not a "plan". And it was't "terrorism", but instead a plan to blow up a empty Navy ship and accuse Cuba of doing it.
