Agreed wholeheartedly.
Legal compliant claims should be honored as a part of doing business. False b.s. costs a lot of man hours, and I believe is also illegal. For those sorts of requests, the submitted should be held responsible as it can bog down the process for legit requests to be taken down in a timely fashion.
Many, not all, ISP's work on thin margins. They do not have the resources available to be sitting around all day sorting out the right from wrong DMCA requests from the legit ones. Abusing the DMCA process should have some sort of repercussions in place.
