Like for example Leaseweb in The Netherlands ignores DMCA requests, because they don't have anything to do with US law. They are in The Netherlands so they have to comply to the law there and ask you to submit the removal request according to NL laws/standards instead.

If the host is in the US they have to comply to US law, if they are not in the US they have to comply to the laws in their own country.
+1 Perfect Response. Remember that DMCA only applies in the US. If the host is outside the US, use the corresponding rules for takedowns in that country.
