Actually, in the end, it is. Government always grows, and always ends up there.... It's the nature of man. If you give one set of people the legal ability to use force over the rest of the population, rather than interaction by voluntary relationships, then that power is eventually abused, sometimes by slow stages of growth, but it is inevitable.
