If it's a real sub-sub niche with very little sites to promote......yes, it could be ok!
I made good sales with less searches...... 1 page with good SEO, and making $1000 a year.....not bad for 1 hour of work!

I have sites with around that amount of monthly search volume that contribute a good amount to my monthly income. As others have said though, it all depends on the niche. If you are using it to promote a site that has $1 PPL it is unlikely it will be worth your effort.
