                  Not sure how good he is for your needs, but this guy used to do admin and coding for SomethingAwful.com - until he got shitcanned. I'd say his work is fair, not the best, but he's more than capable of modifications and basic speed hacks.

                  I don't have the time to deal with vb much these days.
