No, your can't. Any physicist could tell you that very big things do not behave in the same fashion as very small things, even if they share properties. Nations are not dissimilar. As the number of citizens rises, complexity rises. Complexity rises still further for the addition of multiple cultures, poverty issues and a whole host of other differences between The U.S. and Holland.
