what do you mean by a good site? If you are talking about a mainstream site with good content, it does attract a lot of oneway natural links .. I'd say 100k natural links and I will consider it a good site. But still, answer is subjective to the niche and blah blah.

depends on the quality of the inbound links... high pr doesn't necessarily mean they are high quality...

it could be as little as few hundred links and as much few hundred thousand..
