You can't define winning a war by the time it takes to occupy the area. You have to take into consideration how much easier it is to fight a guerilla style campaign against an organized military than it is to go head to head with them in open war.
Iraq was taken so quickly because the people that were fighting were patient and waited for the US to settle in. Now look at the situation in Iraq, at one time the top terrorist there Muqtada Al-Sadr is now a big part of their government, there is still ongoing violence and they are still extremely anti-American. They are worse than when the US went in.
