The US has a policy of building up and pre-positioning gear in place in areas of potential conflict, and then just flying in troops and using gear already in place. It's a lot cheaper and a lot quicker than having to fly everything in.
There are entire bases that do this - like Diego Garcia.
At the same time, it's a lot cheaper to leave the gear behind too. Why move everything back to the United States when there is a good chance we'll need it there again.
