The problem might be if a country doesn't sign up to it, does that country become the new haven for piracy?
Has China, Thailand, Philippines, India and various other countries who produce counterfeit goods signed up to it?

Most countries aren't given the option as to whether they want to implement the new piracy laws. If they don't follow the US, then they are hit by trade sanctions until they summit to the pressure.
