It's a technicality that all these file-sharing networks survive on. They aren't selling access to pornography, they're selling access to a service, the content uploaded using said service is the responsibility of the uploader. All Paypal cares about is what's outlined in the terms of use for the service they're selling.

It's all just a huge joke, if you carefully read their TOS they don't allow adult content at all.
