People who are used to free downloads would just sit there waiting for free downloads
to come back. They would spend all day looking for a site that didn't go down and
try to figure out other ways to get free downloads.

But if infringing sites stay down permanently a "new generation" of surfers that never
got free downloads will buy and many old generation freeloaders will eventually cave in and buy also.
