It looks like he either had a bot coded to grab all the Google links with those keywords and didn't verify the list before sending out the DMCA's, or he had outsourced workers that either weren't properly instructed how to do their jobs or didn't understand the instructions they did receive. Either one is feasible since sending DMCA's for sites like isdownorblocked.com is an indicator of sloppy work that wasn't checked. When I first started actively policing content I ran into both issues, but I always double checked my lists before sending out DMCA's. Not verifying is a good way to get your ass sued.
Either way trying to blame a competitor is pretty lame...
