Funny that it uses the same red/green clearance markers that all standard aircraft (and boats) use, green on the left and red on the right.
And since it is hovering over a protest, I say it is an hexacopter with a camera being remotely piloted to monitor the protest.
In other words, it is a radio-controlled one of these:
Of course, some of you clowns will deny anything reasonable and insist that its an alien spacecraft. Carry on.
