I got something that looked like a bill but it was an unsolicited offer for search engine submission for $85 from some other company at one of my po boxes, was sneaky looking as it looked like an invoice and I could see someone in a hurry just paying it if they deal with a lot of internet billing.

They may not be doing anything "illegal" but they are some shady fucks. Many years ago, in the late 90's they would mail people when it was time to renew their domain name, making you think they were part of internic to trick you to get you to reg your domain name with them through a shady renewal.

I always toss that in trash. Guess some people fall for it, they keep sending them out.

Earlier incarnations of this scam didn't make it clear that this was not an invoice, and you actually had no relationship with this company. Around the late 90s or early 2000's there was a big cleanup and they now have to disclose this.
