Webmaster - A person whose occupation is designing, developing, marketing, or maintaining websites.
So.. uh, someone who can design, develop, market and maintain a website would be a good webmaster, lol.
I'm a god damn good developer, marketer and half decent designer, photographer, videographer, writer... The answer to your question is "a hardcore nerd"

Simple, take a look at me and do the opposite in most cases. I suck as a webmaster. seriously. I don't know what the fuck I'm doing and I make it up as I go. I took a LONG break away from my sites.. not normally a good idea. I lost most of the passion for doing the website thing. If it wasn't for the fact that the fucking site sells and keeps a retarded retention I would have been out of here years ago... I guess anyone can get lucky once.Http://www.extremehole.com
