That means someone "flagged" it. It doesn't have to really violate anything..as anybody who has ever put up a video of a porn girl in a bikini (no nudity, no sexual talk...just a bikini and music) can tell you. They will yank it down if anybody complains.
I don't even think they look at stuff. They just yank it. They don't care.
