    Here's an idea...

    Program owners / Sponsors should tighten up the screening process for new webmasters.

      So now if you're giving away the farm in terms of FHG's and such you know you're doing so on high quality websites run by webmasters that know what they are doing.

      Seems like alot of the noobs are just throwing up 100's of FHG's hoping one of them will register with the surfer and convince them to sign up.

      There is alot more to it then that.

          If the dating and cam sites took the same approach upon signing up the affiliate it would drastically reduce the amount of sites hosting stolen content. Sure it will not 100% solve the problem but i bet something as simple as requiring a URL would stop some of the less resourceful webmasters from setting up sites that drive traffic to dating and cam programs by providing the surfer with stolen content.
