If one does not accept the transaction, it will automatically bump to the other processor. Everything is fine, the scrub, whatever that is, is usually by the bank. There is nothing wrong with these processors. Despite all the complaints, no one has ever mentioned the majic processor that approves everyone. They just refer to Nats, like they were a processor.
