Reformatting isn't always a guaranteed fix. I've never personally seen this happen but supposedly there are new "viruses" that attack a system's BIOS via the Windows BIOS update utility. The BIOS virus will reinstall itself onto the host OS if it gets removed. The virus downloads a rootkit, the rootkit downloads a trojan and the shit that caused someone to reformat happens all over again.
AFAIK this just affects Award BIOSes but that's some scary shit considering how many manufacturers use Award. I remember thinking when the BIOS update via the operating system option became available that it was a terrible idea.
