No it probably wouldn't stop the typical low life's that own pits and other aggressive dogs from owning them, but it would at least make them responsible for the dogs actions.

Sorry Crockett, I disagree with that cause good people own bad dogs all the time. That will have no effect like most laws and bi-laws and most likely would cause more harm than good like in Ontario where they have banned pitbulls and there dog attacks went up since pitbulls are not naturally in any-which way shape or form have any natural human aggression.
Education is the only real answer to most problems. We make laws to try to stop which generally make things worse. America is a Prime Example of Laws Gone Crazy and how its fucked up that country. The economy is just a cherry on top IMO.
