The government is fucked up for sure, but if a violent riot started(unlikely in San Francisco), as a citizen I'd really appreciate the element of battlefield communication taken away from thugs who would want to destroy businesses.
In London, there may have been a cause, but most of that bullshit was people that just wanted to fuck shit up. Taking away any form of communication from them could help keep people from getting hurt, or losing everything they've ever worked for.
I know its a slippery slope, but hackers are pretty self righteous and they're seemingly as much in control of us as the government is at this point.
