Sounds like a good idea to me. Wish they would do this in the US. I have no issues at all about social programs for people that need it.
I'd much rather my taxes go to help others than into some CEO's back pocket, but I don't like that people with criminal convictions or more so re-pete offenders can get govt hand outs with no risk of losing it.
