Blogtheme or plugin to allow users to post new posts?

yes, it's called WordPress and it's free

Simply give the users you want to publish posts the role of Contributor or Author. See here for more info

Sorry I meant guests as such. rather than users who are resgitered as a member of the site with some sort of recaptha to stop spam.

ah gotcha. Take a look at http://perishablepress.com/user-submitted-posts/ , didn't test it myself, but it seems to be what you're looking for
