can I charge money for this?

A friend of mine saw my new site, and said he would pay me to make him a site for his legal practice. I have never charged someone to make a website, mainly because I do not think I am good enough to do so. However, if I do, what is a reasonable rate? Should I charge by the job or by the hour (with a cap on the fee)?

Here is the site he saw and liked.

    Thanks for your feedback.

agreed. something like that wouldn't get ya more than a couple hundred bucks... a favor could be more lucrative over time

If it were someone I did not know I would think about it. However, he is a friend and a pretty decent guy, so I think the idea of doing it as a favor is better than gouging him.

Just so you know, you truncated a couple names in your "Business Quotes" area: You spelled Herodotus "Herodotu" and Forbes "Forbe".

                          Same here. I particularly liked:

I love the man that can smile in trouble, that can gather strength from distress, and grow brave by reflection. 'Tis the business of little minds to shrink, but he whose heart is firm, and whose conscience approves his conduct, will pursue his principles unto death.

I did a few freebee sites in the beginning too. If you consider this one a freebee for a friend and he's happy with it, then he'll likely refer others to you in the future... people whom you can charge design and ongoing maintenance fees up the ying-yang :D
